West Virginia’s Intellectual and Developmental Disabilities (I/DD) Waiver Program is a 1915c Medicaid Waiver approved by the federal Centers for Medicare and Medicaid Services (CMS) for eligible West Virginia residents with an intellectual and/or developmental disability. As a Home-and-Community Based Services (HCBS) program, the I/DD Waiver offers services in members’ homes and communities, as opposed to an institutional setting.
The program is operated by the West Virginia Department of Health and Human Resources’ Bureau for Medical Services (BMS), who contracts with Kepro as the Utilization Management Contractor, or UMC. As the UMC, Kepro is responsible for day-to-day operations and oversight of many aspects of the program. This includes:
Kepro offers a comprehensive CareConnection© web portal for provider and other stakeholder use. The system accommodates various user roles and is used for data collection and submission.
The Kepro Member/Family Liaison is available for questions about the program, as well as to receive and address complaints about service provision. Additionally, a team of Kepro staff each year conducts the Consumer Assessment of Healthcare Providers & Systems (CAHPS) survey.

Member/Family Resources:
Each I/DD Waiver agency is assigned a Provider Educator for technical assistance, training, and annual review. Agencies are encouraged to designate one staff person to maintain contact with their Kepro Provider Educator, to ensure that information is received and conveyed as effectively and efficiently as possible.
